Legislative bodies
are not known for smooth or timely operations.
In a very real sense, these institutions are, by nature, consigned to
respond (with policy, laws, and regulations) to ever-evolving events, unforeseen
consequences, dynamic changes in society, and technological advances.
This can be
tricky.
Recently, the
Senate in Florida finally sent a bill to the governor’s office to remove an
entire chapter of state law regulating the telegraph industry. This includes striking off the books $50
penalties for not promptly delivering messages.
Laws for regulating
the telegraph industry first emerged in the late 1800s as telegraph lines began
to splay across the country. Florida
laws regarding telegraphs haven’t had any substantial changes since 1913.
